Social Networks?

I guess this is both about story and game mechanics.

This game had advertised that each area had a dynamic social network that would be affected by who you kill in various ways. What happened to that? The characters were in small social dynamics (1 - 3, not sure what the consequence of killing the solo people even is), the only effect they have on other's within the district is whether the entire District Falls.

If you were to kill someone in someone elses social circle ( spouse, friend or colleague) the surviving member will react differently and unlock events.

For example, if you kill the lady who thinks she is a Vampire, her shellshock friend runs off into the night and becomes a werewolf/savage Vulkod.
If you kill one of the Paxton sisters, the other becomes a Skall or joins Prydwen.
