All 8 of the wheels short axles don't rotate when driving. The axles encircled in red below.
Still present in PTS 24.3
Still present in PTS 25.0
Still present in PTS 25.1
I have now a better reason to insist in this visual feature because the Burlak does have rotating axles, and its a new and latest truck!!
So, please Saber?
