being able to pick skills and upgrades at the start of the match after you have seen the map and your opponents race is a great gameplay addition. if possible I would like to see a similar mechanism for your fleet builds by co-opting the reinforcement mechanic from the SP.

as an example: let me pick 1800 points worth of ships at the fleet builder from which I can put 1200 points on the map at the start of the game with the remaining ships blocked from arriving on the map as reinforcements. similar to the first game, you would have a limited pool of ships (with less restriction regarding ship classes) to choose from depending on your opponent. you don't have enough points to counterbuild every fleet, but you are not forced into a very narrow set of builds by the strongest meta builds either.
