PC, PTS 10.4, wheel, "Direct Input" interface for the wheel.

As is: stop engine (B), engage handbrake (Space). Alt Tab to another window, alt tab back.

Expected: Engine stays off.
Observed: Engine starts.

Does not happen with a Gamecontroller as input. Does not happen with "Logitec Legacy".

Similar bug with "Logitech legacy". Engine off, handbrake on, alt tab and alt tab back.

Expected: Engine off.
Observed: Engine off.
But: Touch the wheel with a slight move to left or right, engine starts itself.

Thank you for the provided info.
Can you send us exact model of your wheel, also attach your DxDiag.txt, we will investigate this issue.
To get DxDiag, display the Run dialog using Windows+R, type dxdiag and tap OK. Then, you could save your dxdiag as .txt file and attach it to the reply.
