The same bug that affected you from not leaving the garage or access the truck store has appeared again and it will not let you exit the game unless you open task manger and quit that way.

Same thing happened with me. I assume you are also using XBox 360 Controller considering the "A" button to press instead of a square. Use the mouse to click on exit and it will work.
